In the (pre-Nemesis) later production years, an inconsistent trend emerged of extending the armscye topstitching onto the yoke trim on the entire family of DS9/NEM duty uniforms (including the the DS9/NEM duty jumpsuits and "captain jackets,").
As best we can tell, this style of topstitching was first seen during the 1998-1999 production year, comprising of Deep Space Nine's seventh season, Voyager's fifth season, and Insurrection.

Previous to that production year, the armscye topstitching had always begun and ended on the upper edge of the yoke trim.

Again, though, this was an inconsistent trend; note that during the same production year as Admiral Ross' jacket above, Admiral Dougherty's jacket topstitching did NOT extend onto the yoke trim:

Also note that, the following production year, Admiral Paris' didn't, either:

Although no admiral jackets' construction details were clearly seen in Nemesis (which was, if nothing else, the pinnacle of design achievement for the uniforms of this era), on the corresponding duty jumpsuits and "captain jacket," the topstitching began and ended AT the yoke/trim edge (NOT beginning or extending onto the trim itself).
Furthermore, Admiral Janeway's jacket topstitching did not extend onto the yoke trim:
For these reasons, we prefer NOT to extend the topstitching onto the yoke trim, though if you wish to do so, it is permissible and technically screen-accurate.
